MULTI-OBJECTIVE INDICATOR AND PERFORMANCE MEASURE SYSTEMS PROJECTS
Clients:
Sierra Nevada Conservancy
Tahoe Regional Planning Agency

Environmental Incentives, LLC (EI) is developing performance measure and indicator systems to improve the information available to inform management decisions and report accomplishments.  These performance measure systems are key to a multi-objective regional improvement programs abilities to manage dispersed programs and account for the benefits derived from the expenditure of public funds.

Sierra Nevada Conservancy Program Performance Measures and System Indicators

EI is working with a team of experts to develop an indicator and performance measure system that will help define agency priorities, communicate with stakeholders and account for accomplishments.  EI is leading the development of a set of program performance measures that will relate project accomplishments to agency programmatic goals. EI is building upon database of measures used by prominent restoration programs to inform the definition of an initial set of program performance measures.  EI is also innovating a rigorous stakeholder input process to gain the wisdom and opinions of interested parties across the Sierra Nevada and analyzing this information to inform the final selection of 10 to 20 program performance measures. EI is focused on making the overall performance measure system that will focus staff and grantee efforts and not distract them with the burden of reporting difficult to evaluate measurements.

Status and Trend Monitoring and Evaluation Program for Lake Tahoe

EI is developing a multi-institution regional status and trend monitoring program. The program will coordinate monitoring and reporting efforts across agencies and academic institutions to ensure that the most needed information is collected and reporting with the available monitoring and reporting funds. The EI team will develop the information system and management infrastructure needed to efficiently operate the decentralized program over time.

Science-Based Planning Framework & Indicator System

EI outlined a planning, monitoring and evaluation system to link environmental and social goals to programmatic objectives and specific project actions.  This system employs conceptual models as tools to make assumptions explicit and focus policy makers, project implementers and stakeholders on a common understanding of how actions relate to goals.
