We worked with a team of experts to develop an indicator and performance measure system that is helping define agency priorities, communicate with stakeholders and account for accomplishments. We lead the development of a manageable set of program performance measures that relates project accomplishments to agency programmatic goals. We built upon its database of measures used by prominent restoration programs to inform the definition of an initial set of program performance measures. We also innovated a rigorous stakeholder input process to gain the wisdom and opinions of interested parties across the Sierra Nevada and analyzed this information to inform the final selection of 22 program performance measures. We designed the performance measure system to focus staff and grantee efforts and not distract them with the burden of reporting difficult to evaluate measurements. Lake Tahoe Environmental Improvement Program (EIP) Performance Measures
We led the development of a set of performance measures that relate project accomplishments to regional socioeconomic development and environmental goals. Improving the ability to identify and communicate accomplishments is a key component of the EIP and is critical for ensuring future funding is secured and invested effectively. Eleven years of EIP investments have resulted in substantial improvements to Lake Tahoe’s ecosystems. However, quantifying these benefits remains a challenge due to inconsistencies in measurement methods and discontinuous reporting practices. We addressed these challenges by building agreement among the Tahoe Interagency Executives on performance measures to be used and developing consistent methods for reporting achievements. Monitoring and Evaluation Program for Lake Tahoe
We developed a Monitoring and Evaluation Program (M&E Program) for a consortium of federal, state and local institutions in the Lake Tahoe basin. The program customizes our adaptive management system design to establish desired conditions, develop management-targeted conceptual models, collect and report the most valued information, and synthesize results to enable effective decision making. The M&E Program collects data, analyzes information and reports synthesized results for indicators of environmental and socioeconomic conditions as well as agency performance measures. Indicators provide the ultimate measure to determine if policies and physical actions are having the desired effect on targeted conditions. However, indicators can be challenging to interpret due to external drivers such as precipitation or the long timeframes necessary for systems to respond to agency actions. Performance measures are tracked separately from indicators to provide a measure of the direct output of the programs such as the mass of pollutants reduced. Performance measures and indicators are connected to each other and program goals via management-targeted conceptual models that allow stakeholders to understand how actions are expected to benefit the environmental and socioeconomic system. We created a variety of program management tools including: an indicator prioritization process, monitoring activity management, an indicator framework, conceptual models, monitoring plans, data management procedures and periodic synthesis reports. We also designed the information systems necessary to implement these tools. These tools, the associated information systems and our adaptive management system allows the M&E Program to efficiently coordinate decentralized resources and support effective, information-based decision making. We outlined a planning, monitoring and evaluation system to link environmental and social goals to programmatic objectives and specific project actions. This system employs conceptual models as tools to make assumptions explicit and focus policy makers, project implementers and stakeholders on a common understanding of how actions relate to goals. |
